New solutions are constantly popping up to help organizations do more with less. Human Capital Management (HCM) solutions are HR-related solutions that help with managing the development of an organization’s human capital. JTC – P&Ps for Training

Because a training plan cannot be complete without the P&Ps and resources to support it and carry it out, the committee is now working on developing P&Ps for training. Currently, there are no P&Ps specifically addressing training for DMHSA or for GovGuam (officially). The committee is inquiring with the DOA Training and Development Branch for assistance with developing P&Ps and determining actual resources needed to support and carry out a training plan.

Note: Most training plans are focused on developing employees rather than just meeting requirements (ACIP, JCAHO, etc.). As such, most P&Ps related to training are part of overall HR P&Ps.

PPC – Policy Manager site launched

The DMHSA/DISID Policy Manager web site has been launched. MCN is currently assisting the PPC with determining which P&P templates are most appropriate to the services we provide. Teleconferences and web demonstrations have been held in the previous weeks to help the P&P committee orientation to how the site works and to help MCN better understand DMHSA & DISID and what our needs and goals are. Expect more in the coming days.

JTC – Concerns with Training Plan

With all the work to find out what our training needs are and what our training resource options are, we have forgotten some very important aspects of creating an effective training plan. The ACIP does not identify all the tasks needed to develop a proper training plan nor does it allow adequate time for development. Regardless, our aim should be on creating an effective training plan. Here are some questions that I think we really need to address…

What is the JTC’s role in organizational policies and procedures? DMHSA’s acting Safety Officer asked if he needed clearance from the JTC before scheduling and conducting some safety training. Is the JTC’s role to schedule training and ensure that it is carried out? Or is the JTC’s role to keep track of what the training needs are and ensuring that they are met? Does someone need to check with us before conducting training? Or do they simply need to notify us? If they don’t need to check with us beforehand, are we implementing P&Ps to ensure that all those within DMHSA/DISID are included in the planning for the training being held?
How are we evaluating employees and training offered to measure training effectiveness? What measures are there to ensure that any training received is not just a waste of time and money? How are we holding employees accountable for the training that they receive at the organization’s expense? Are training efforts tied to employee evaluations? Also, how is the training itself evaluated to ensure that employees are receiving adequate and appropriate training?

JTC – Training Needs update

The surveys have been tallied, with perhaps one more update to come. The link below will give you a summary of the survey results, showing the average number of employees needing certain training. Based on the total demand for the training, the needs have been categorized as High, Moderate, or Low. What’s next is to compare these needs to ACIP priorities in order to prioritize all the needs and come up with a formal training plan. Training resources and costs also need to be added.

JTC – Activity log idea

This file can be posted in the “Progress” page of this blog for the JTC with a side note showing when the file is updated. Each update will replace the prior log. PPC – Policy Manager website coming soon!

The Joint Policies and Procedures Committee has procured an online Policy Manager application through MCN Healthcare. This application comes with templates, guidelines, and other important information that will help with developing P&Ps that comply with regulations from HIPAA, JCAHO, and others. Access to the application will be controlled, but more information will be posted as soon as it is available.
